The periods of debate over the allocation of public funds are filled with political definitions. Government budgets summarize who will benefit and who will be disadvantaged by the use of state resources throughout the year. This distribution is shaped by the ability of different actors to impose their interests over others, and it reveals the political and ideological stance of the government in power by reflecting which areas will be financially prioritized.
Official discourse may highlight certain social concerns and set objectives to address them, but if these words are not backed by sufficient funding, it indicates a lack of genuine interest in providing solutions. Furthermore, in an unequal society like ours, the way public funds are collected and allocated does not impact all individuals equally. Gender, sexual orientation, ethnicity, class, age, and place of residence (among other factors) shape our opportunities, rights, and social freedoms. Thus, the state—through its management of public affairs and intervention in private matters—can either counteract or reinforce these preexisting roles.
This report examines Mendoza’s 2023 budget. First, we provide a contextual analysis of the macroeconomic variables considered in the budget. Second, we compare the revenues, expenditures, and financing of the 2023 budget with those of 2022. Third, we analyze allocations related to provincial healthcare. Fourth, we review the areas under the provincial development sub-secretariat. Finally, we study the resources invested in housing policies.
