IS ADJUSTMENT INEVITABLE?
Beyond better or worse provincial administrations, the deficit of Argentina’s subnational jurisdictions is a structural issue that has persisted since the 1970s (with the exception of the 2003-2007 period). The root cause of this problem has been the gradual transfer of responsibilities for education and healthcare to the provinces without the necessary resources to meet these obligations—not the number of public sector workers.
