Hydrocarbons in Mendoza: Structural Diagnosis and Perspectives in an Extractive Context

This report analyzes the structural exhaustion of the hydrocarbon model in Mendoza and its economic, labor, fiscal, and environmental impacts. It reveals the sustained decline in conventional production, the advance of fracking driven by YPF, and the associated risks within a context of water scarcity and growing energy inequality. It also examines the 4×4 Plan, the ANDES Project, and the loss of royalties, concluding that the province faces an extractive model that fails to improve social welfare and deepens dependency.
